I agree that there are dark corners of the academia where this kind of paper is the norm in, say, sociology and comparative literature, but these subjects don't represent all of social science and humanities. Cognitive science papers, for example, usually don't even come close to that, like Pinker's (1991) 'Rules of language' (published in Science).
