The "Silence is Violence" Mantra

Help me entertain and understand this "Silence is Violence" idea.

My thoughts so far are:

Silence is violence...unless you disagree with the utterance which then, speaking out becomes violence (so called "hate" speech is violent right)?

therefore "Silence is violence" is a logical zero, and cancels itself out?

Does anybody else have a different conclusion I should consider?

I think the term more of refers to stuff like the holocaust, because the news of the holocaust were often denied or hidden behind "more important stuff", so the silence of the world let it continue.

So basically, silence helps/encourages the tormentor

oh ok, that makes sense, so it's something that can be evoked in proper situations, it's circumstantial I think.
