it depends on how "sport" is defined. I would consider it a competition, rather then a sport. But that's because I consider sports to have both offensive and defensive aspects. You have the opportunity to do your best AND to try to stop you opponent. I consider the rest to be just a competition (your best v their best).

I'll probably catch some flack for that.

I would say that competitive cheer is a sport while cheerleading ata sporting event is not.
When large numbers of otherwise-law abiding people break specific laws en masse, it's usually a fault that lies with the law. - Unknown

Schools made sure that it is not a sport. The reason is because they would have to take all the guys of the team. They can not have Co-ed sports.
