Numerous psychological studies prove that better looking people are shown more attention in school (by teachers), viewed as better among their peers, are X times more likely to get a job, etc. Society likes good looking people, and that's just the way it is.

It's probably true that she got hired based on her looks, and it's definitely true that the guys she's around are going to be curious or interested, but that in no way condones or justifies being subjected to inappropriate treatment.

Was she cat called in Mexico too? Yeah, probably. It's Mexico. But even so, even if she's only drawing attention to this for either fame or a pay check, IT STILL DOESN'T MAKE THE BEHAVIOR RIGHT. No matter how many times it's happened before, and no matter how much she may have done it on purpose, it doesn't mean that female employees should be hypersexualized to the point of interfering with their job or making them uncomfortable. That's called sexual harassment and it's against the law, regardless of how dumb you think it is.

Also, from a woman's standpoint, you have absolutely no idea what that feels like (being sexually degraded on a daily basis, let alone at your job) so I'll take whatever opinions you have with a grain of salt considering you can only pass judgment without ever being privy to an experienced perspective on the matter.
