OK, so yesterday in the 2nd heat of the semi-finals, the U.S. runners were making their 2nd hand off when Brazilian runner in the exchange box illegally contacted the U.S. runner forcing a dropped baton. After protest, the U.S. got a 2nd chance last night in which they destroyed the field, earning the top qualifying time.

Problem is, qualifying in spot 7 & 8 were China and Canada both with a time of 42.70 seconds. With only 8 lanes on the Rio tracks, the U.S. needed a place to go; China was removed.

My question is, how was China selected for removal if they ran equal time to Canada? I did a quick search but couldn't find the answer.
