Why can't cops track stolen C.C. & C.P.?

My sister in law just had her pocket book stolen. I got me wondering that with all the technology shouldn't it be possible to track the location of any cell phone?
Why can't police track the usage of stolen credit cards, as soon as the card number is used, police should be given the bank location, I.P. address, shipping address, phone #, etc. from which the card was used?
Does anyone know if this is technologically feasible/practice? & why not?

Cell phones have GPS, so often they can be tracked. It just often takes a warrant, and anyone who isn't an idiot would turn the phone off ASAP. Credit cards are traced, it's just not necessarily "instant" due to the way the networks interface.

In the end, it's an infrastructure and privacy problem: they aren't set up to be able to do this kind of tracing on a whim, because if they were, they would do it on a whim, even when not warranted. So it takes more effort, and their willingness to put in effort for petty crime is limited.
