Efficiency isn't the issue to compare with these two light sources. Sodium vapor puts out more light but is unsuitable for indoor lighting as it operates mainly in the yellow spectrum making other colors in the room appear different than what they really are. Sodium lights are best used outdoors for street lights and exterior lighting. The opposite for florescent as they operate in the red or blue spectrum and are suitable for accurate indoor use where it is imperative that colors show their true hue.

When I hear people crying and whining about their first world problems I think about the universe with everything in it and people in wheelchairs and all of their problems go away.
