Cell Phone Jammer

What is your opinion on cell phone jammers? As everybody knows, these devices have been on the rise since 1998 when the first one was built.
Many people are using them even though laws prohibit the use of such devices, not only cell phone jammers, but any device that blocks frequencies intended for common use.
Are there circumstances where the use of such devices should be permitted? Or should they be always banned?
