I'm intuitively attracted to the WKUK proposal. That's a think tank which certainly merits more funding. I think we also, in the interest of looking at per-capita puppies, need to be careful about only looking at measures of breeding--even if we breed more puppies, we need to pay attention to rates of birth and birth tracked against human population growth. That immediately casts the ideal relation as between puppies and their potential human owners. Monitoring it that way, we can always have a target number based on recent census data. And, with Puppies Forever, we don't even have to worry about depreciation, because we'll always be able to keep the puppy supply constant!

We spend too much our time measuring compassion for those in needs by measuring inputs. How much money are we spending? How many programs are we creating? But we are not focusing on outcomes. Are these programs working? Are people getting out of poverty?
