Torture can be morally justified

Torture can be morally justified in extreme circumstances. In the case of a ticking time bomb that could destroy a city and potentially kill millions of people the use of coerced interrogation to extract information can be justified. I am not arguing that torture should be made legal. Torture, like theft, could be ethical under certain parameters and still be against the law. It should be illegal for people to use cell phones while driving
I believe there should be a federal law made so that if a police officer sees a person using a cell phone (texting and/or talking) while driving, they should be pulled over and fined a minimum of $75, and if caught 3 or more times, have their driver's license suspended for a minimum of 3 months....
