Matthew 25:31-46 states "We are called to stand with those who are persecuted." The Church has a duty to pray for and assist those who are persecuted in the name of Christianity, whether individuals or the churches themselves. Even if it wasn't stated in Matthew, aid to a persecuted church would be in agreement with the teachings of Christ.
Jesus made his feelings about taxation very clear during his final visit to the temple when he advised that God should be given what is God's and Caesar should be given what is Caesar's. In other words, don't mix God and government. Therefore, any type of federally funded aid for persecuted churches is not supported in the Bible.
