In reality, I would have made the curfew earlier on weekdays unless the student is working. Students should be at home getting ready for the next school day, not lurking on the city streets looking for trouble. Most crimes happen after these curfew times, so they are appropriate.

I think that curfew sound reasonable. In fact, 1 am is rather late on weekends for someone who is not quite 18 yet. But in any event it will serve the purpose of getting young people indoors before the night gets too late and there is more trouble to be found.

Also people sixteen years of age and older may be working night shifts because they need the money, and they probably don't have time to work any other time. I don't think that it would be a good idea for all cities in California to establish curfews for kids under 18 because that is restricting freedoms for humanity. There could be emergency situations for kids to be present somewhere when it might be past that time and establishing curfews would just be wrong.
Curfews are not the way to go, even with people under 18. What good do curfews do? Why is it bad people are going outside at night? Some people simply prefer the night, it's not always a sign of criminal activity. People need to be less paranoid and less obsessed with bad behavior.
