It is obvious that all criminals are not the same.Some are career criminals and some have committed the crime in a fit of passion and are not normally criminals in their everyday life.These types of criminals may be harder to deal with because rehab very rarely works with them because they not even remember.
Crime itself is not equal. A murder, for instance, is much more egregious than being caught with a small amount of marijuana. Yet both people go to jail. It is not only the inequality of crime that separates criminals, however. It is the criminals themselves. People commit crimes for various reasons. They are different people with different backgrounds and different motivations, which means that by nature they cannot be the same.
