Authoritarian rule is mainly limited to developing countries like in Asia and Africa. Many of those countries are run by repressive regimes and dictators who stay in power for decades. Developed nations aren't so despotic, but a good percentage of less-industrialized countries have little to no democratic processes in place to prevent dictatorships.
The reality is that government has never acted in our best interests, only in preserving its own self-interests. The rise of surveillance technology in modern society has simply made it easier for our government to further its goal of self preservation. More importantly, it's made us starkly aware that what we took for granted were never rights we had in the first place -- just a certain amount of freedom that was technologically impossible for the government to previously limit.
