Yes, the Mall of America should be applauded for finally hiring a Black Santa because there is no reason he has to be white. We should encourage every child to use their imaginations, not just white ones. If this gets more people interested in going to see Santa, then this is a good thing.
As the point of having a Santa is to make kids believe that Santa is a real being. There would be a discrepancy between a kid seeing a black Santa to what a kid sees on television. This would cause the need for a different narrative to be established so that kids won't feel like they've been tricked.
Because they should have done this a long time ago. However, they should be given positive feedback. Santa is not neccessarily black or white or hispanic or asian, or anything in particular. He is a fictional character and can be any race or nationality that people choose to make him.
