No, literacy and education alone are not sufficient to fight hunger, because a strong government needs to be in place too. There is no point is having education if there is not a way that the people who develop safe housing and water cannot have private property rights in the things that they do.
I personally don't believe that education and literacy alone can solve the problem of world hunger. Most places where there is hunger, there is low education and literacy levels. Even the most intelligent individual can't rely strictly on brains to help him escape a world of hunger. Education and literacy can only take you so far. If we are talking about the greater picture, something more revolutionary would have to be done to better fight world hunger than just education and literacy alone.
