The Dayton Agreement was created to make peace in Bosnia and Herzegovina. One of the first things it accomplished towards stability was that it ended the Bosnian war. The decision to give all the minorities living in Bosnia and Herzegovina their own territory was apparently a correct one, because the country is presently stable.
Bosnia has been a country that has experienced a lot of political stripe. Bosnia needed an ally to stabilize the country that has been war torn that effected its economy and people. Partnering with Herzegovina in compliance with the Dayton Agreement is what Bosnia needs to remain calm after turmoil.
