Developed countries have a higher obligation to combat climate change: Do states have a "common but differentiated responsibility"?

But each state needs to work to clean up their act.

    The countries that produce the most pollution are responsible for climate change, regardless of whether they are developed or not. The countries that produce the most pollution should be punished and held responsible the most. This is a fair and just way to deal with the environmental crisis. Innocent countries should not be penalized.
