Did Rick Perry really abuse his power when he vetoed that Public Integrity Unit funding bill?

Lehmberg was drunk. I know people make mistakes, but I wouldn't trust a District Attorney to enforce the law fairly if the DA doesn't follow it. By vetoing the bill, Perry was helping to ensure that state taxpayer dollars wouldn't go to funding a unit whose supervising DA has no respect for the law.
