Chinese companies have less regulation. Less regulation ultimately means more flexibility in creating an efficient operation. Their data centers operate similarly to foreign data centers, however, they lack red tape and government interference - ultimately creating a product that is less expensive than an American alternative. The only advantage United States companies have is that their employees are likely more qualified, however in modern times this may not even be the case.
It all come down to an individual that has control over their team, who is better at running these data centers? Well that depends on a lot, looking at the track records of every one in the centers you has a better track record? How many time was data incomplete in both parts between the Chinese and the Americans?
I do not believe Chinese companies, like Huawei, are better at running data centers than American companies. American companies have a lot of problems that lead to the not running as efficiently. Practices like hiring friends of friends or under paying workers greatly stifles the efficiency of American companies. If Americans acted properly we could do better.
No Chinese companies are not better at running data centers, with exception being Huawei. Typically Chinese companies are at a disadvantage when it comes to the operation of data centers due to cultural and technical differences between the Chinese and the majority of the rest of the world. Hauwei is world-class at running data centers because they were founded with a global outlook on business. .
