Yes, the Rodney King verdict is what kicked off the L. A. Riots. Racism is a very strong thing in this country, and the African Americans who live here do not know how to use propaganda to win their cause, so they have to resort to violence, which never works.
The Los Angeles Police Department is one of the most corrupt government agencies in the United States (and given the corruptibility of our government in general, that's saying quite a lot). The amount of pressure they were putting on the black community at the time the Rodney King verdict was released was already incredibly high.
I think that the Rodney King verdict definitely had a direct impact on the riots of L.A. I that the riots did not happen simply because of what happened to Rodney King and the verdict however. There was definitely already tension in L.A. at that time based on racial discrimination and race relations in the city.

There were many other events, some publicized and some not, that lead up to the riots.There was tension among various groups in L.A. at the time due to income disparity, racial profiling, and police brutality. A large segment of the population felt discriminated against and not welcomed in their own city. Other people took advantage of these frustrations had blamed other groups for it.
I do not believe the Rodney King verdict directly caused the 1992 Los Angeles riots, it simply exacerbated tensions that were already present. I believe the verdict help spread the known problem and raise tension, but it was not the sole cause.
