This is a broad question and it really matters what exactly it is that a person or group is dependent on. However no matter what it is that someone is dependent on, it certainly effects knowledge to some extent. In some cases it can make a person more knowledgeable. In other cases they can be less knowledgeable.
Dependency on technology affects the way we retain the knowledge and even if we retain the knowledge. Dependency on other people affects how and what knowledge we obtain. Dependency on drugs affects how we process or retain knowledge. Dependency on biased media affects what knowledge is presented and how we react to knowledge.
