Yes, the U.S. does need to increase it's role in Haiti as it is clearly not a problem that is going to go away on it's own.
Over the past thirty plus years the situation in Haiti has continued to deteriorate steadily. It is now at the point that the people there can not survive without foreign aid to support their basic everyday needs. Which is enough for them to survive but not really enough for them to get back on track.
Without the foreign aid, Haitians will end up at the Dominican Republic's throats. Which would likely put the Dominican Republic in some measure of crisis as well.
So, unless we just want to constantly provide foreign aid to Haiti indefinitely we have little choice but to focus on rebuilding Haiti to the point that it can sustain itself.
The United States should decrease its involvement in Haiti, because Haiti will not getting better until people in Haiti decide to make positive changes for themselves. It will not do much good for Haiti to receive aid from the United States if they do not have strong structures in place to support the aid.
The United States is not the worlds savior. All military forces should be pulled from Haiti and returned to the United States. We have had armed forces in Haiti since 1915. It is definately time to pull them back. If problems occur we could always step back in. We need to quit helping so much of the world and focus on helping our own people in the United States.
I think that the US needs to go ahead and back out of Haiti, since they are back on the right track, and that they can make it without us now. Our job there is done, and we do not need to stay around trying to help even more there.
