Yes, the EU constitutional reform treaty will improve the democracy of the EU, because it will give the EU more power to be effective. Right now, in order for the EU to act, there has to be a consensus. Because there are many countries in the EU, this isn't really practical. This is kind of like the Articles of Confederation in the United States were impractical. The Lisbon Treaty is more effective, so they can get things done.
Democracy must be supported because it covers a large part of the governance. In areas like human rights in some non-democratic countries children and women suffer in the hands of poor leadership. This has fostered further violence and it is important and of higher significance for support of the Lisbon treaty
