Health insurance co-ops do offer a high quality of care. They are not for profit and run by consumers. Members basically get to choose which doctors to see and what kind of care they want. Some offer incentives to people who take steps to become healthier. The plan is focused on members making the best decisions with other members and for themselves.
No, health insurance co-ops do not always offer high quality care. It is in my belief that, at times, they offer lower quality rather than higher. There is always going to be restrictions within them which would mean that many times there might not be high quality care available within their set restrictions.
