Puerto Rico, for example, is a territory which possibly may become a state. At this point in time when this was stated, he could have possibly been referring to America's handful of territories in which he would hope would become states soon. If you think about it, it makes more sense when you include the territories. No, our president is not stupid, and you know, he may not have slept well the night before, which happens to everyone. And "The Organisation of Islamic Cooperation has 57 members, 56 of which are also member states of the United Nations. Some, especially in West Africa, are – though with large Muslim populations – not necessarily Muslim majority countries. A few countries with significant Muslim populations, such as Russia and Thailand, sit as Observer States, while others, such as India and Ethiopia, are not members.
The collective population of OIC member states is over 1.4 billion as of 2008." from http://en.wikipedia.org/wiki/Organisation_of_the_Islamic_Conference#Member_states

I hope that he knows there are only 50 states. There are a lot of people (Americans) who do not know how many states there are in the US.
