Civil disobedience is a necessary right and function of any working democracy. People need to be given the ability and means to actively challenge and pressure the government if there is any intention of keeping that government democratic. If the government has no fear of the people, it will more and more abandon democracy.
Sometimes civil disobedience is needed in order to change things in a democracy. Civil disobedience doesn't have to be something huge but something like sitting at a counter that you aren't allowed to or refusing to get up and move to the back of the bus could be all that is needed to spark a change. Sometimes people just need to get the attention of other people in order to get anything done.
