Sometimes you need a dictatorship, even our founding fathers recognized this (which is why they included the martial law declaration), as did the Romans in their government. There is no perfect or close to ideal government anywhere, it is whatever works for the unique environment and circumstances which create them.

    Also, with regard to democracies, in many third world countries there is no foundation for democracy, in other words people forget that our current democracies formed in a era of relative stability and on the backs of other governments such as monarchies. The environment must be right for it to form, if it is not it simply achieves the status of being a democracy only in name, such as in many areas of Africa where you have a president, but in actuality is a dictator.
