Its not like once the women finds out shes pregnant she decides to start using drugs to hurt her unborn child! The women are already addicted and once your addicted and you have an unplanned pregnancy most doctors would agree that in comparison the results could be much more damaging and sever if the mother gets thrown in jail and forced to quits cold turkey, sending herself and fetus into full withdrawal. Doing so, depending on where you are at in the trimester can instantly cause dealth/ stillborn or cause premature labor, often resulting in death or miscarriage. Where as if the mothers are forced to receive treatment and be monitored than can be prevented. It is truly hard to think once born the baby may suffer withdrawal, however at least if they do so out of the womb, they cn get the proper medical attention and monitoring they need. They shouldn't be prosecuted. And yes they should asolutly be able to take THEIR baby home from the hospital. I believe of course it should be mandatory to have a case worker come into their home maybe for first couple months to monitor and make sure everything is okay. And lastly the mother should be made to seek help for her addiction.
I think that a mother should be able to take home her child in hopes that she will change when she realizes she has a child to take care of now but, she should be monitored and if the mother is still using drugs or the child is not properly cared for after a certain amount of time then the child should be put in a safer environment.

After seeing a new baby and holding a new life in her arms, who's to say what type of transformation she will make? Give a person a chance instead of dictating what they will become. There are plenty of services to help protect a child from abusive parents, so let them do their job in monitoring if there are any doubts concerning the child's welfare. If the mother does not want the child or feels that she would not be a good mother to the child, then let that be her choice.

If the baby was born addicted to drugs, that means the mother used addictive drugs while she was pregnant. That shows a blatant disregard for the life and health of a child. Mothers who show blatant disregard for the life and health of their children don't get to keep those children. It's as simple as that.
If a baby is born with a drug addiction there should be an investigation to make sure the woman is now clean from drugs. They also should treat the child in the hospital. If they find that the mother is unfit to care for the child then measures need to be taken.
