Some jobs are acquired through connections. Others are acquired through experience. And yet others do not even matter, you just have to show up and prove yourself in an interview. Jobs should not require a lot of experience, so yes, it is worth it to apply fort a job anytime.
I think it is worth trying to apply for a job when you don't have the right experience. Some of the time, some work places will offer individuals training for the role. There are exceptions though where the job requires the person to have a degree or the skills already.
I believe employers are bad about asking for employment requirements that are out of touch with the position and especially the pay rate. For that reason it makes sense to apply for jobs regardless of your experience. Employers are often willing to take a risk for candidates that just feel right to them, so you never know when you're going to get lucky.
Yes, its definitely worth it. As someone who has helped with hiring at my small business, I can assure you that people who don't tick all of the boxes often get hired if they can show a potential employer that they are valuable and are willing, eager, and capable. It might be tougher for you, but it is not impossible.
Sure, it's always worth the try to apply for a job. We are our own harshest critics. What we think we may not be qualified for, the person making the hiring decision could decide we are just the perfect candidate for the job. If you can make it through their pre-interview screening, go for it.
