At this point, whether you like it or not, I think it's pretty clear the marijuana is here to stay. Rather than wasting millions in tax money on a fight that can't be won, it is much better to legalise and tax the drug, and then use that money to fund healthcare.
The legalization of marijuana has brought in millions (possibly billions?) in tax revenue to those states that have allowed it. Just imagine what each state and even the federal government could do with such extra money. This is the answer to budget shortfalls. We can enjoy the revenue while also knowing that people are safer consuming this regulated product rather than something they buy off the street.
Legal or not marijuana has been grown, sold and purchased in the United States for centuries. It would be economically beneficial to legalize marijuana in order to tax and regulate it. Just as it is financially beneficial to tax and regulate alcohol and tobacco. States that have legalized marijuana like Colorado have seen economic booms since doing so.

People might spend a lot of money on marijuana, but they are not spending it on anything productive. It is like spending money on war supplies. It doesn't do society any good to make something that is just going to get used up that doesn't go towards anything productive. People who smoke are not as productive.
