Yes, though Russia is an ally to the United States on paper, it is more an enemy to the United States today due to both the ways it votes in the United Nations, and due to its gross violation of human rights. The United States does not count either of these among its friends.
Generally, in history Russia has been more of enemy to the U.S., rather than an ally. While there has been progress in the past to solidify a relationship between Russia and the U.S., Russia still stands up for itself when it feels the need. This isn't necessarily a bad thing, considering the U.S. doesn't always make the best choices.
