There is an indifference to Bulgarian suffering in Western Europe. The suffering that goes on in this country is the same that goes on in many countries it has been brought to light in the same way. They all suffer from some sort of polictial power that will not let them grow as a country.
There isn't indifference to Bulgaria by the EU--they acknowledge that things are not going well in Bulgaria but the EU respects that Bulgaria is in fact currently a democracy, therefore they leave them to solve their own problems. There is indeed unrest and unhappiness with many socioeconomic issues in Bulgaria but not interfering with a democratic nation does not equate with indifference.
I do not believe there is an inherent indifference to Bulgarian suffering in Western Europe. I believe there are many difficult decisions that need to be made and no one has the knowledge to know which decisions are best. Suffering happens because we have a hard time determining what to do to resolve it.
No, there is not an indifference to Bulgarian suffering in Western Europe, because there will always be problems in Bulgaria and in other parts of Europe. Western Europe desperately wants to help these areas, but they do not know what to do to help. The people of Western Europe feel hopeless.
