I believe that the protocol does lay a good base for reducing emissions into the environment. The main thing that this protocol does it recognize and hold the countries that are causing the problems accountable. This document also starts to lay down some guidelines and give the world a base to go off of when pursuing this aspect further.
The Kyoto protocol does not bind its signatories, but rather it signifies a commitment to reduce greenhouse gas emissions. But there are no enforcement provisions and because the commitment is non-binding, leaves the door open for member nations to continue emitting greenhouse gas levels at the same rate as prior to the protocol.
