There is already mandatory vaccination for diseases like Polio, and AIDs has no known cure; it would only make sense that people should not only be informed, but that they be made to take responsibility for their own actions. If the test is as simple as urine testing or saliva testing, then there should be no complaints about how testing is done and there is no reason for a person who does have AIDs to not know.
People have right to privacy, especially concerning their medical records. There is no reason why anyone should force someone else to reveal their HIV status. Also, if someone chooses not to get tested, that is their right. Personal information is very sensitive, and the government should not intrude in our personal life.
