Newt Gingrich along with his other rich Republican cronies were definitely instrumental in creating an atmosphere of trickle down economics that did nothing to allow the middle or lower middle class to obtain any kind of opportunity. They also passed the mandatory three strikes laws that contributed to the mass incarcerations of minorities, which desimated families. The stop and frisk laws and dragnets also gave law enforcement multiple opportunities to be in contact with minorities in a disproportionate level, leading to arrests, tickets and plain and simple harassment. So I definitely agree that his views now are hypocritical.
Newt Gingrich serving as the leader of the Republican Party in the 1990s did not create the current toxic climate of race relations in America. Actually, President Clinton and a Democratic controlled congress in 1994 passed a very tough crime bill that put 100,000 new police officers on the streets. Furthermore, this crime bill created the three strikes law, as well as mandating minimum prison sentences for certain crimes. Therefore, Newt Gingrich is not really responsible for the current negative climate.

Living in his big house, flying when ever he choses, he has not spent enough time in the trenches to have a valid opinion of the racial climate. Relying on pundits and populist theorists he gets his information at best third hand removed from those who live it.
Neither New Gingrich nor anyone else "created" the current climate in the United States. This climate has been evolving through centuries of history and will continue to evolve. Although some individuals do have more influence on the social and racial climate of America, no one person can be said to have created such a climate.
