World leaders are glad that Trump won the elections. This is evidenced by the Philippines' Duarte congratulatory message to Trump after he was announced president of the United States of America. He was not the only leader that send the congratulatory message, but also other world leaders did so including those from Africa.
It is clear that some countries will be glad to see the United States become an increasingly divided country as this will take away from our abilities to accomplish things. And leaders like Duarte who have track records of poor and viscous behavior will only benefit from latching on to any negative work Mr. Trump may want to do.
World leaders are not glad Trump won because for the first time in a long time, we have a leader who will not back down and fold like a house of cards. Our foreign policy and relationships are about to drastically change. The United States is not going to be a pushover any longer.
Aside from Putin and Kim Jong Il, no, most world leaders are apprehensive about even trying to deal with Trump. Many are wondering about accords and other agreements it took months to negotiate. I'd say most of the world is as stunned as many Americans who just can't believe this is really happening.
