It was a good way to ensure the wealthy were actively engaged in giving back to common people, without mandating how it was spent. It is more than fair to ask someone that makes $200,000 a year, to pay more as a percentage than someone making $30,000 a year. The wealthier person will still have much more left after taxes than the person making much less.
