Yes, India is ready for Right to Reject, because it is an important principle in voting. India has made great strides towards being a modern state in the last 50 years, and implementing a Right to Reject would be a positive way to take another step towards being a modern nation. They are ready for it.
In current form, voters have to elect someone. In most cases, they reject most candidates to compromise to least unfavorable candidate. So leaders doesn't care or even bother to change things in system till they get a wake up call. I don't expect things to change over night, but slowly voters will realize power of NOTA and leaders will be forced to clean up their act.
