If it is economically viable for small and rural areas to maintain their traditional agricultural roles, then they should continue to do so. There is no overarching need to change the foundation of their economy unless the people there are starving or poor and desperate for more money or a different job.
With technology as it exists today, there is no real reason to continue farming the way we have in the past. Urban farming could produce the same results at a lower cost if the infrastructure were put in place. The outskirts of cities could become the center of agriculture and we could end the environmental degradation at large, that occurs on so much of the countries arable lands. This would result in fresher food, closer to the population centers that depend on it, also reducing transportation costs.
