I think if the families living in poor countries that suffer from famine should absolutely have a limit on the amount of kids they can have because they should not want to bring more people into such an environment that can not support them with the decent amount of food to survive on.
It is wrong to tell families how many children they should have, and only an
autocratic state would do so. Having children is a personal act, one the state
has no business meddling in. However, it is proper to offer birth control to
any adult who wants it. It is also correct to teach birth control in school, so
that parents will be knowledgeable enough to plan the size of their family.
