    Flint City should temporarily lower water bills for its residents. The municipality is switching to a new, purified water system, which should help prevent the current contaminated water problem for recurring in the future. However, in the meantime, residents have had to endure unsafe drinking water. A lower bill would not only be the right thing to do, it may also build goodwill with its residents.

If Detroit weren't so inept and corrupt, this wouldn't have happened to begin with. In times of emergency, they need to stop worrying about costs and think about how to meet the basic needs of their people. They can apply for help from the federal or state government in order to make up the cost difference.
