While I like the fact that Hugo Chavez is putting more emphasis on his poor than most world leaders. He does seem to have missed the boat on this. You still need to have some type of private sector where you can let the best and the brightest create wealth. Otherwise you are just holding people down like most countries do to their poor.

He focused on social spending to end inequality. This plan included social programs, land reform, and wealth redistribution.
