    Japan should be able to remove limitations on its military, but the fact is, it has to be allowed to, it's not a decision that is up to the Japanese government alone. The United States essentially controls its armed forces, and at the moment does not allow for the Japanese to do so, and in fact the US pushed for the constitution in Japan that forbids such an action.
