There needs to be some bar or standard set for people to contest an election. A standard or minimum must be set because otherwise there would never be an uncontested election, as there would be no reason why an opposing politician wouldn't want to delay an opponent's election, or take another small shot at the office.
Many factors can go into contesting elections. While there should be good reasons for contesting an election, it is difficult to say what minimum qualifications would need to be set to ensure that it is still possible to contest when necessary. Since there can be varying and new reasons to contest, there would be no guarantee that the minimum qualifications wouldn't stop a contest when it needs to actually be checked.
