Should MPs be ministers? (parliamentary only)

    The executive branch should be for administering laws, not making them. This is not an anathema to the parliamentary system, for many parliamentary systems already prevents the executive (prime minister and other ministers) from voting. I would go further and have the ministry be appointed from amongst the most senior of each department/agency. The parliament would retain the ability to remove individual ministers or en masse. All elected members would be lawmakers and not in administration.
