Spies are used as the eyes of the territory using them. They make what would normally be hard to examine and analyze simpler. Spies these days are used as means to fight terrorism as well as nuclear threats. No matter how useful they may be, they still risk the chance of creating war if they get caught.
With satellites, wiretapping and video cameras everywhere, the need for flesh-and-blood spies is almost obsolete. The CIA and NSA, in their huge headquarters outside Washington, can do a lot of the legwork from within our own territory thanks to high-tech devices that can sense and spy on humans from afar. Spies will become listeners and computer programmers, not James Bond-like characters.
