    Yes, students should be required to stay after school in a study hall if they are failing a class because the students' job at school is to learn course material. If a student is failing to learn that material then that material must be reinforced for the good of the student.

If they are required to stay after school because their grades have fallen below a certain point, they are being forced to get the help they need to improve their grades.
