Internet service providers could charge more for premium services, such as streaming, playing video games, or downloading large files. This would require the consumer to pay more to complete standard internet tasks and causes low income Americans to lack good quality service. By making the internet a public utility, more opportunities are opened for lower income Americans.
If you were required to pay for the internet by amount you use it would prevent people from using as much internet as they would without. This means less visits to sites like Google and Netflix and even smaller sites like debate.Org. It would mostly just give big companies like Comcast and ATT more money.
