Structural Adjustment Programs are fair when required to receive IMF funding. While these developing countries certainly need the money, there is limited funding to go around. The countries that show that they are most dedicated to developing their states deserve to continue receiving funding, whereas those that do not meet the criteria are likely not using that money in the most efficient way possible
The structural adjustment programs that the IMF has become famous for, from Venezuela to Greece, have been tremendous failures and have only caused massive worldwide instability and poverty. The IMF is essentially a criminal organization that simply wants to sap as much wealth out of nations as much as possible.
